Here's another sentence in this paper: The author is arguing that "humanitarian interventions" have tended to fall in areas of interest because of their wealth of strategic natural resources/raw materials, and thus that the concept of humanitarian intervention has actually been superseded by that of economic intervention. He then says,
"Il s’agit là d’un constat des signes qui assujettissent le droit dans sa nature humanitaire."

What does this mean? I think I know what he means, but can't quite figure out how to translate it.

Clarification I don't think the next sentence helps much, because it begins a new paragraph, but here it is:

"Harman Daniel et Bigo Didier soutiennent que « …démocratie et pacification resteraient les deux faits marquants de ces années qui fermaient une période historique commencée avec l’après-guerre, si ce n’est l’entre deux guerres, et ouvraient une nouvelle période plus humaine oū les valeurs essentielles de l’Occident s’universalisaient effectivement..." Then the paper goes on to talk about the pressure to accept the Western model of democratization along with the free market ideology that become dominant after the collapse of the authoritarian regimes of Eastern Europe.
