Agree with writeaway here... Surrounding context (i.e. whole sentence) and correct spelling of the term are always much appreciated qualities in order to gain maximum support and help from fellow translators.

à l'effet please post the entire sentence. it's not very clear with just these few words. And it's à l'effet de (not al'effet)
