it\'s STAMPED as opposed to being A stamp....a piece of paper....don\'t know how to make that distinction in English....

agree Dylan Edwards : Maybe "adhesive revenue stamps" if it needs to be spelt out that they're stuck on - is that what you mean? - and as I understand it, they are, as a rule, "fiscaux", i.e. revenue, and seeing as the text is about stamp duty...

Can by a rubber stamped impression or, in many places, an actual stamp like a postage stamp, but just for charging an official fee for processing some document. Also found on tobacco and alcohol products in many countries.

fiscal stamps

See URL 1 for the English, and URL 2 for a (Tunisian) explanation. In metropolitan France I've only ever heard of them as "timbres fiscaux", but "mobiles" sounds like good administrative French. Yes, they are paper, and were certainly in use the last time I was daft enough to get a parking ticket :-( You buy them at the tobacconist's

seal/stamp

If it's a text actually on stamp duty and property, UK practice is to stamp with a seal on the transaction document (just bought a house!), otherwise I'd use stamp as well. The "mobile" part refers to the fact that they're not stuck, methinks;
