Can anybody suggest something better than my "small-scale producer", of which I'm not very proud?

Leave 'industrial' out of it altogether; it doesn't help. Presumably, what makes the artisan 'industriel' in the first place is vaguely different from what makes the manufacturer 'industrialisé'.

Discussion
HVAC is dominated by craft producers, many of which have "craft" in their name. Try a search on HVAC + craft + company.
So I think "craft" should be avoided in any suggested translation. I briefly thought of "craft industry" and immediately rejected it.
The reason I posted the question, apart from my own need to find a better solution than my own, if possible, was to generate some debate on uses of this word "artisan/artisanal", which is always a bugbear for translators.
