: You're right as to the title for Universities, which fall outside Utdir's sphere of influence to a great degree. A bit long-winded title, too, if you ask me. What about Oslo's "Teacher Education Programme (PPU)"?

: The PPU teacher training programme is equivalent to the Post Graduate Certificate in Education and is not taken by allmennlærere. In addition, an allemnnlærer does not work in lower secondary school.
