Finely Sliced Rump Cap
I guess picanha is a more specific beef cut - it is a rump cap, also known as "cap of rump".

sliced tri tip
hi, having lived most of my life outside Brazil and having missed picanha for all that time, I can tell you with certainty that picanha does not exist in the US. The closest cut of beef is the tri tip, however it will not have the signature fat layer on the outside.
