There are several references in the Kudoz archives to various types of "quadro" in the context of electrical wiring, but no mention (yet) of a "quadro parcial". I assume that it is a smaller type of electrical (switch)board than a "quadro geral". As far as I can tell from my Google searches, the literal translation ("partial board") is not correct. Does anyone know the correct English term?
Example sentence: "Os condutores que alimentam o quadro parcial do Anexo estão emendados ao longo do troço."
And another: "No quadro parcial existe barramento de neutros, mas não existe barramento de terras."

A subpanel or subsidiary panel is usually installed in a remote location such as a shed or garage of a house. The panel has no main breaker and is fed from a circuit breaker in the main panel. Ususally these panels will have a maximum of three or four breakers. I've attached a few links for your information:

One control and distribution board ( the "main" board ) plus several distribution boards.
