This abbreviation appears in several places in a substitutive parliamentary Bill (i.e. a consolidated draft of a Bill drafted by a rapporteur Deputy), immediately at the end of each amending clause. The context is Brazilian.

The clauses all begin with a variant on the sentence: "Art. XX da Lei no XXXX, de xx de xxxx de 199_, passa a vigorar com a seguinte redação:"
[Then follows the amended wording of the Article inside quotes, and then, on a separate line, outside the closing quote mark]
"(NR)"

I suspect it stands for "Nota de Redacção", which I have sometimes seen translated as "Editor's Note", which is hardly appropriate in a parliamentary context. Does anyone have a better idea?
