Asker: The only trouble with this is that in European Portuguese (which we are dealing with here) the standard term is "fotocopiar" and it would be extremely unusual not to use that. Therefore I think this has a more specific meaning. I'm inclined to agree with multicopy document as I think the idea is to distinguish a published/printed document from one that is merely created by printing out several copies, rather than being sent to a printer.

Sure, the most modern references I can find to this are from India in the 1980s - anything European stops cerca 1920s!

Explanation:
If you look at this site, they refer to cyclostyles and mimeograph machines (Yikes-haven't seen one of them since I was a kid! Remember the purple ink and the smell?). Perhaps it's just an "official" way of saying that it was reproduced (and perhaps bound) in multiple copies.
