eine "Bula" war die Aufhebung eines im ganz Spanien gültigen Verbots, wodurch man eine Art Faching genehmingt wurde.
Hier, auf Spanisch gebe ich die passende Bedeutung des Wortes aus der RAE wieder:
"1. fr. coloq. Contar con facilidades negadas a los demás para conseguir cosas u obtener dispensas difíciles o imposibles."

Allerdings, wie meine vorrednerin richtig sagte, es hat mit dem Papst zu tun. aber dieser Bedeutung bzw ihre Übersetzung scheint mir in diesem Fall etwas zu weit hergeholt.
