I am fairly sure this is simply a revolving door, where advertising material can be placed to catch the attention of a captive audience as they go in or out of a building.

Another example I have seen - sorry, no picture, but it is quite effective - is at the entrance to Aarhus airport (Tirstrup). The revolving door itself is fairly thick, consisting of two glass panes about 30-35cm apart, with space between them for 3-D objects to be displayed. They may or may not be things on sale in the duty-free shop. (Not so much is duty free these days...) But the display - of clothes, skis or beach toys advertising holiday resorts or other products and services - is always attractively arranged.
And at our local supermarket there are often posters for local events on the surround of the revolving door.
