Sven's reference is to an Ericsson document the header of which is bilingual and translates the Swedish Faktaansvarig into English (?) Subject responsible, ie, indicating the person, party, department, etc, responsible for facts in the document concerned.
This is typical of the Swedish habit of sticking the word ansvarig, onto almost anything, to denote responsibility.
Once upon a time Ericsson had its own very efficient department for translating, but was done away with and replaced by external translation agencies which became 'translation responsible'.
