I rarely do anything connected with EU legislation, so I'm not really familiar with the forms of address, etc. that are used.
An example is: Efter samråd med anmälaren, skall den behöriga myndigheten besluta vilka uppgifter som skall vara konfidentiella samt underrätta anmälaren om sitt beslut.
I'm looking for the appropriate form of address for an EU representative when writing to the EU.

Om den godkänns ska ANMÄLAREN tillhandahålla alla uppgifter som krävs för en granskning av det verksamma ämnet inför ett eventuellt upptagande i direktivets bilagor under arbetsprogrammets andra fas.
If it is accepted, the NOTIFIER must provide all the data and information necessary evaluating the active substance with a view to its possible inclusion in the Annex to the Directive during the second phase of the review programme.
