Le Burkina Faso s’est doté d’un Plan National de Développement Sanitaire (PNDS) couvrant la période 2001 à 2010 pour mettre en œuvre sa Politique Sanitaire Nationale (PSN). L’élaboration du PNDS a été suivie de celle du Plan Triennal
2001 – 2003, qui a été effectivement mis en œuvre durant 2003 - 2005.
La tranche 2006 – 2010 du PNDS, tout comme la tranche précédente, se veut être un outil d’opérationnalisation du PNDS. A ce titre, il reste conforme à l’objectif général du PNDS qui est de réduire la morbidité et la mortalité au sein des populations et aux objectifs intermédiaires et spécifiques qui en découlent.
Ce document est l’aboutissement d’une très large concertation et d’un processus participatif ayant impliqué aussi bien les responsables des directions centrales du Ministère de la Santé que les représentants des Directions Régionales de la Santé, des Districts Sanitaires et les Partenaires Techniques et Financiers (PTF). En effet, son élaboration s’est appuyée sur le rapport des commissions techniques mises en place à cet effet et dont les membres étaient composés des responsables des directions centrales du Ministère, des représentants des Directions Régionales de la Santé, des Districts Sanitaires et des partenaires techniques et financiers. Les travaux effectués par ces commissions tant en groupes qu’en plénière se sont basés sur plusieurs documents de référence dont la Politique Sanitaire Nationale (PSN), le Plan National de Développement Sanitaire (PNDS) 2001-2010, le cadre stratégique de lutte contre la pauvreté, les objectifs du millénaire pour le développement (OMD), les rapports du Comité de suivi du PNDS et des commissions techniques de suivi du PNDS ainsi que les conclusions du rapport d’évaluation à mi- parcours du PNDS.
Ce faisant, il prend en considération d’une part, les grandes évolutions et/ou tendances ayant marqué la société burkinabé au niveau de la démographie, de la conjoncture économique et politique ou encore des mentalités et modes de vie durant la période écoulée et d’autre part, les besoins, attentes et aspirations de la population en matière de santé pour les années à venir.
Conscient des enjeux en la matière et des engagements internationaux pris par le pays dans le cadre de divers sommets de chefs d’Etat et/ou rencontres internationales (Abuja, Syrte, Stockholm), le plan 2006 – 2010 de mise en œuvre du PNDS se propose de déployer une stratégie originale dite des « actions à gain rapide » sur les grandes problématiques que sont notamment le SIDA, le paludisme, la santé de la mère et de l’enfant ou encore la nutrition. Cette stratégie :
, identifie de façon sélective, des actions ou des activités prioritaires qui, prises individuellement ou combinées, devraient avoir un effet de levier et un impact significatif sur les indicateurs de référence ;
, concentre sur lesdites actions ou activités, les ressources notamment financières mises à disposition tant par l’Etat que par les partenaires au développement.

Burkina Faso obtained a National Development Plan for Health (NDPH) covering the period from 2001 to 2010 to implement its National Health Policy (NHP). The elaboration of NDPH was followed by that of the Triennial Plan 2001 – 2003, that was effectively implemented during 2003 - 2005.
The segment 2006–2010 of the NDPH, like the preceding segment, wants to be an operational aid to the NDPH. As such, it conforms to the general objective of the NDPH, to reduce the morbidity and mortality at the heart of populations and to the intermdiary objectives and their specifications.
This document is the outcome of a very large dialogue and of a participative process involving the managing directors of the Ministry of Health, Regional Directors of Health, of Health Districts and the Technical and Financial Partners (TFP). In fact, its elaboration was supported by the report of the technical commissions organized for that purpose and whose members included officers of the central management of the Ministry, representatives of the Regional Director of Health, Health Districts, and Technical and Financial Partners. The work effectuated by these commissions,in groups and in plenary, based themselves on several documents of reference including the National Health Policy (NHP), the National Development Plan for Health (NDPH) 2001-2010, the strategic framework for poverty reduction, the millennium development goals (MDG), the reports from the NDPH follow-up committee and from the NDPH follow-up technical commissions as well as the conclusions of the NDPH mid-term Review.
In so doing, it takes into consideration on the one hand, the great evolutions and/or tendencies that marked the society of Burkina-Faso on a demographic level, on the political and economic situation or the mentality and way of life during the past period and on the other hand, the needs, hopes and aspirations of the population, in health matters for the years to come.
Conscious of the stakes involved for a country making international commitments within the framework of divers summits for heads of state and/or international meetings (Abuja, Syrte, Stockholm), the implementation plan 2006 – 2010 of the NDPH proposes to deploy an original strategy of « fast yielding actions » on the major concerns, notably AIDS, Paludism (Malaria), the health of mother and infant and nutrition. This strategy:
, selectively identifies, actions or principal activities, that taken individually or combined, should have a leveraging effect and a significant impact on the indicators of reference;
, concentrates on the said actions or activities, the financial resources made available by the State and by the partners in development.
