Смысл, как я понимаю, в том, что различные Интернет-сервисы уподобились полицейской слежке, нарушающей неприкосновенность частной жизни. Таки парламент решил положить этому конец хотя бы в одном частном случае.

Я бы предложил:
... в расчете на то, чтобы образумить "государство, которое следит за всем и вся".

Как вариант - "всевидящее государство" (к тому же он короче, что для меня, имхо, важно).
