The Honorable Justice Rapporteur
I usually prefer "Justice" for higher court Judges (also, honorable/honourable is spelled differently in US/UK English, so see what your target is)

The Honourable Judge Rapporteur (if his name is not stated)
A Juiz Embargador is a Judge of a court of 2nd instance court, i.e. a 1st level court of appeal. In Brazil this is the State Court of Justice, in Portugal this is the Tribunal da Relação. The relator is the judge who writes the judgment that is signed by him/her and the other concurring judges. In EU law the French term Rapporteur is used in EN so the Judge is referred to as the Judge Rapporteur.

The EN explanation refers to Juiz Embargador instead of Juiz Desembargador. Desculpe.
