endorse (promote) the idea/conviction

Propozycja.

Wyrażenie "promote the idea" jest chyba najpopularniejsze i myślę, że ładnie wpisałoby się w kontekst.

Geography, inchoate cultural beliefs, and specialist thinking have thus combined to shape the conviction that France and Germany are closer to each other than either has been (or can ever be?) with Britain.

shape the belief

... shaping the belief ((among the employees)) that the quality of the products and services is the responsibility of each employee of the firm.
"belief" is slightly preferable to "conviction" because "conviction" is too strong for something nebulous like quality improvement.

create a belief

Ksztltowanie tutaj jest rownoznaczne tworzeniu. IMO 'create' w zestawieniu z belief/idea/doctrine brzmi bardziej naturalnie. I zgadzam sie z LawTech, ze "conviction" jest za mocne w takim pozytywnym kontekscie

Podobnie jak ponizej, uzylabym present continuous, gdyz ta czynnosc jest w toku
"we are creating a belief among our employees and contractors that zero incidents are possible"

Inna możliwość.

Jak tutaj:
The purpose of this book is to foster the idea that quality management should be an integral part of every technical documentation project.
