This is a straightforward Aramaic phrasing. Basically, "aliba dsomeone" means "according to someone." You could have אליבא דשמשון (according to Samson), אליבא דדלילה (according to Delilah), אליבא דרבנן (according to rabbinical decisions), אליבא דכולי עלמא (according to everyone).
Nota bene: there is a common transcription error relating to this in Hebrew, where people will put an apostrophe after the ד - making it typographically similar to French usage. This would be incorrect for Hebrew and Aramaic, where the ד- prefix is equivalent to the Modern Israeli Hebrew prefix ש-.
